TITLE: Philippines Gaming Authority Updates Regulatory Frameworks for Gaming Affiliates, Venue Operations, and System Administrators

On May 26, 2026, the Philippine Amusement and Gaming Corporation (PAGCOR) Electronic Gaming Licensing Department issued a memorandum implementing amendments to three regulatory frameworks, following approval by PAGCOR's Board of Directors on May 21, 2026.
The amendments address inconsistencies and provide clarity across existing regulatory policies for electronic gaming operations. The first amendment updates the Regulatory Framework for the Accreditation of Gaming Affiliates and Support Service Providers (Revision 1). Key changes include defining BSP-Supervised Financial Institutions (BSFI) as entities licensed and supervised by the Bangko Sentral ng Pilipinas (BSP), including banks, digital banks, non-bank financial institutions, and electronic money institutions. The amendment clarifies that all B2B providers must comply with Anti-Money Laundering Council (AMLC) rules as supervised by PAGCOR's Anti-Money Laundering Supervision and Enforcement Department (PASED), with non-compliance subject to prescribed penalties. For BSFI-accredited support service providers, the BSP will report any non-compliance to PASED. The amendment also removes requirements for Personal Disclosure Statements (PDS) and modifies documentary submission procedures, effective May 31 each year through the Electronic Submission of Annual Documentary Requirements system.
The second amendment updates the Regulatory Framework for Fees and Rates on Gaming Venue Operations (Revision 5), introducing a processing fee for gaming venue relocation, expansion, or reduction within the same building, compound, or complex. The third amendment updates the Regulatory Framework for the Accreditation of Gaming System Administrators (Revision 0), with modifications to marketing and promotional guidelines for online gaming platforms.
All amendments take effect five days after publication on PAGCOR's regulatory website and apply to gaming system administrators, gaming venue operators, integrated resort licensees, gaming affiliates, support service providers, and applicants.
