On May 28, 2026, Taiwan's Financial Supervisory Commission (FSC) announced amendments to the Regulations Governing Matters That Financial Institutions and Virtual Asset Service Providers or Personnel Shall Comply With to Prevent and Combat Fraud-Related Crimes (the regulations).
The FSC is amending the regulations to align with modifications to the Fraud Crime Prevention and Control Act (the act), which the FSC published on January 21, 2026. The amendments modify provisions related to Articles 8, 9, 10, and 11 of the act, which establish requirements for financial institutions and virtual asset service providers to implement fraud prevention and control measures. The regulatory changes apply to all financial institutions and entities or individuals providing virtual asset services operating in Taiwan.
The FSC's Banking Bureau is the responsible authority overseeing these amendments. The proposed amendments have undergone consultation with relevant government units and achieved consensus. The FSC is now opening a 30-day public consultation period to gather feedback on the proposed changes. Stakeholders, including financial institutions and virtual asset service providers, are invited to submit comments or suggestions during this period.
