The update directly concerns operational changes to Montenegro's RTGS system, a core real-time gross settlement infrastructure for high-value payment transactions.
Low confidence — requires human review. The threshold change may indirectly affect cross-border payment routing, but the update focuses on domestic settlement infrastructure parameters rather than cross-border payment facilitation.
Specialism
The update concerns operational parameters for payment system infrastructure (RTGS minimum thresholds), which relates to regulatory reporting and transaction processing requirements for payment firms.
Low confidence — requires human review. The threshold change affects how transactions are routed and settled, touching on prudential/operational aspects, but the update is primarily administrative rather than substantive regulatory change.

TITLE: Montenegro's Central Bank Raises Minimum Payment Transaction Threshold for RTGS System
BODY:
On May 11, 2026, the Council of the Central Bank of Montenegro (CBCG) passed a decision amending the minimum value of payment transactions to be processed in the Real-Time Gross Settlement (RTGS) system. The decision, adopted pursuant to Article 44 paragraph (2) item 3 of the Central Bank of Montenegro Law and Article 159 paragraph (2) of the Payment System Law, increases the minimum transaction threshold from EUR 1,000.00 to EUR 3,000.00.
The amendment applies to both Article 2 paragraph 1 item 1 and Article 3 of the existing Decision on minimum value of payment transactions to be processed in RTGS system, with both provisions now referencing the higher EUR 3,000.00 threshold. This change affects payment service providers and financial institutions that use Montenegro's RTGS infrastructure for high-value payment settlement. The decision represents a significant adjustment to the operational parameters governing real-time payment processing in the country's payment system. By raising the minimum threshold, the CBCG is modifying the criteria for which transactions must be settled through the RTGS system, potentially affecting transaction routing and settlement procedures for payment market participants.
The decision enters into force on the eighth day following its publication in the Official Gazette of Montenegro and becomes applicable seven days after its entry into force. Payment service providers and other relevant market participants should ensure their systems and procedures are updated to reflect the new EUR 3,000.00 minimum threshold before the application date.
Pursuant to Article 44 paragraph (2) item 3) of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23) and Article 159 paragraph (2) of the Payment System Law (OGM 62/13, 111/22, 15/25, 140/25), the Council of the Central Bank of Montenegro, at its meeting held on 11 May 2026, passed the following DECISION amending the Decision on minimum value of payment transactions to be processed in RTGS system Article 1 In the Decision on minimum value of payment transactions to be processed in RTGS system (OGM 48/14) in Article 2 paragraph 1 item 1 the amount “EUR 1,000.00” shall be replaced by the amount: “EUR 3,000.00”. Article 2 in Article 3 the amount “EUR 1,000.00” shall be replaced by the amount: “EUR 3,000.00“. Article 3 This Decision shall enter into force on the eighth day following that of its publication in the Official Gazette of Montenegro, and shall apply upon the expiry of seven days from the date of its entry into force.
