TITLE: Maine Gambling Control Unit Updates Multiple Gambling Regulations for Universal Self-Exclusion Program

On May 19, 2026, the Maine Gambling Control Unit (Department of Public Safety) filed a notice of agency rulemaking proposal to update eight chapters of Maine gambling regulations. The rule package comprises routine technical amendments across Chapters 28 (Advance Deposit Wagering), 35 (License Application), 35-A (Responsible Wagering Program for Fantasy Contests), 51 (Definitions), 56 (House Rules), 60 (Sports Wagering Accounts), 63 (Responsible Wagering Program), and 67 (Involuntary Placement of Persons on the Universal Exclusion List for Sports Wagering).
The updates reflect changes in law regarding a Universal self-exclusion program directed by the Gambling Control Board. The amendments are classified as routine technical changes and are being implemented under the statutory authority of 8 M.R.S. § 1073, 8 M.R.S. § 1041(1), 8 M.R.S. § 1003(3)(J), 8 M.R.S. §§ 1102(1)(D), 1106, and 8 M.R.S.A. §1203(1) and (2).
