The memo, issued by PAGCOR's I-Gaming Licensing and Regulation Group's Electronic Gaming Licensing Department, addresses uncertainty that had mounted among gaming suppliers and operators following previous extensions to application deadlines.
PAGCOR established a two-month interim window beginning May 31, 2026, during which contracted B2B providers with submitted accreditation applications may continue existing operations and provision of services to Gaming System Administrators (GSAs). The regulator specified four mandatory accreditation requirements that must be completed by July 31: payment of a non-refundable application fee; submission of documentary requirements including a probity check report; satisfactory results from an ocular inspection of the applicant's facility and testing of its electronic gaming systems and online gaming platforms; and posting of a corresponding performance cash deposit. Any B2B provider failing to comply with accreditation requirements by July 31 will have its electronic gaming systems, online gaming platforms, games, and gaming equipment decommissioned effective August 1, 2026. The same decommissioning consequences apply to providers who submit applications on time but fail to meet expected compliance requirements. PAGCOR's framework also creates regulatory incentives for GSAs, which face sanctions if they engage with non-compliant B2B providers, effectively creating a two-sided compliance structure that reshapes commercial relationships within the supply chain.
The memorandum addresses both supplier and operator concerns regarding interim operating status and non-compliance consequences. GSAs are increasingly requiring B2B partners to demonstrate accreditation compliance before entering into new agreements, representing a significant shift in supply chain management practices within the Philippine online gaming market.
