TITLE: Serbia Gaming Authority Establishes Technical Requirements for Casino Information and Communication Systems

On May 21, 2026, Serbia's Gaming Authority published a regulation prescribing detailed technical and functional characteristics for information and communication systems (ICS) used to organize special games of chance in casinos. The regulation, published in the Official Gazette of the Republic of Serbia (No. 47/2026), establishes mandatory requirements for casino operators and sets out procedures for system testing, data storage, and real-time reporting to the Games of Chance Administration.
The regulation requires casino operators to implement ICS software that enables secure electronic data exchange with the Administration's software solution for real-time supervision. Key technical requirements include: system capacity and availability standards; precise record-keeping on chip and money calculations per table; protection mechanisms against unauthorized access and data loss; and secure API protocols using unique secret keys for transaction authorization. The ICS must contain a module calculating and monitoring transactions for individual tables and aggregate casino totals, tracking opening balances, chip replenishment, returns, closures, and end-of-day results using a specified formula.
Testing and compliance verification must be conducted by a laboratory authorized by the Minister of Finance, which issues compliance certificates before systems enter operation. Operators bear all testing costs and must submit supplementary certificates for any system modifications. Operators must retain all transaction data for at least ten years in accordance with anti-money laundering and counter-terrorism financing regulations, with archived data available for submission within five days upon Administration request. Data exchange occurs via broadband, cable, or optical technology using static IP addresses with minimum transmission speeds of 50 megabits per second. Operators must establish virtual private networks (VPN), designate two authorized reporting representatives, and ensure real-time transaction transmission with backup data storage systems. Monthly reports must be submitted electronically by the fifth day of each month.
The regulation enters into force eight days after publication in the Official Gazette.
