TITLE: Missouri Gaming Commission Issues Preliminary Disciplinary Order Against United States Playing Card Company BODY: On May 21, 2026, the Missouri Gaming Commission (MGC) issued a preliminary order for disciplinary action against The United States Playing Card Company, a supplier of gaming equipment licensed to provide playing cards to Class B licensees in Missouri. The MGC found that the Company violated Title 11 CSR 45-5.183 by shipping defective playing cards to Century Casino Cape Girardeau. Between October 28, 2025, and January 31, 2026, Missouri State Highway Patrol Sergeant Terry James investigated 72 Card and Dice Discrepancy Reports documenting cards that failed to meet specifications for play. The reports detailed entire decks that were miscut and patterns of certain cards or suits found outside required specifications. On January 3, 2026, Pit Manager Billy Joe Watson contacted the Company regarding miscut cards that prevented the casino from introducing them into play. The Company subsequently issued a credit memo for $443.62 for two cases of cards. Regulation 11 CSR 45-5.183 requires all cards used for gambling games to meet specific standards, including identical size and shape within each deck and identical backs with no markings that would enable identification of card faces. The Company's failure to ensure manufacturing accuracy violated these requirements and sections 313.812 and 313.805 of the Missouri gaming statutes, which empower the MGC to investigate violations and assess administrative penalties against licensees for acts injurious to public health, safety, and the integrity of Missouri's gaming industry. The MGC proposes a fine of $10,000 against The United States Playing Card Company for these violations.
