TITLE: U.S. Department of the Treasury Designates Nine Hizballah-Aligned Lebanese Officials Obstructing Peace

On May 21, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated nine individuals in Lebanon for obstructing the peace process and impeding the disarmament of Hizballah. The designated individuals include officials embedded across Lebanon's parliament, military, and security sectors who seek to preserve Iran-backed Hizballah's influence over Lebanese state institutions.
The designations target four political representatives: Mohamed Abdel-Mottaleb Fanich, who leads Hizballah's executive council; Hassan Nizammeddine Fadlallah, a parliamentary member since 2005; Ibrahim al-Moussawi, head of Hizballah's Media Committee; and Hussein Al-Hajj Hassan, a parliamentary representative since 1996. Five additional individuals were designated for materially assisting Hizballah: Mohammad Reza Sheibani, Iran's ambassador designate to Lebanon; Ahmad Asaad Baalbaki and Ali Ahmad Safawi, security officials of the Amal Movement; Brigadier General Khattar Nasser Eldin of the General Directorate for General Security; and Colonel Samir Hamadi of the Lebanese Armed Forces Intelligence Directorate. These individuals coordinated with Hizballah on military operations and shared intelligence during the ongoing conflict.
The designations were made pursuant to Executive Order 13224, as amended, under counterterrorism authority. Hizballah was designated as a Specially Designated Global Terrorist (SDGT) on October 31, 2001, and as a Foreign Terrorist Organization on October 8, 1997. All property and interests in property of the designated individuals within the United States or in the possession or control of U.S. persons are blocked. U.S. persons are prohibited from engaging in transactions involving the designated individuals unless authorized by OFAC or exempt. Violations may result in civil or criminal penalties, and foreign financial institutions risk secondary sanctions for conducting transactions on behalf of designated persons.
