TITLE: Luxembourg Financial Services Authority Integrates Updated Money Market Fund Stress Test Guidelines BODY: On May 19, 2026, the Commission de Surveillance du Secteur Financier (CSSF), Luxembourg's financial services regulator, published Circular CSSF 26/911 integrating the 2025 update of the European Securities and Markets Authority (ESMA) Guidelines on stress test scenarios under Article 28 of the Money Market Fund Regulation (MMF Regulation). The circular applies to all money market funds (MMFs) under CSSF supervision and Luxembourg-based MMF managers. The 2025 Guidelines update the calibration of common reference stress test parameters that MMF managers must use when conducting mandatory stress tests. The updated parameters reflect systemic risks identified by ESMA, the European Systemic Risk Board (ESRB), and the European Central Bank (ECB) as of November 2025. The calibration reflects severe adverse scenarios incorporating elevated geopolitical uncertainty, global trade tensions, and multiple conflicts. These conditions drive commodity price increases, supply-chain disruptions, and inflationary pressures, resulting in higher risk-free rates and increased asset price volatility. Key parameter changes include slightly lower shocks to EUR swap rates, higher shocks to USD swap rates reflecting greater US economic uncertainty, slightly higher shocks to government bond spreads, and smaller shocks to bid-ask spreads compared to the 2024 version. The Guidelines specify common reference stress test scenarios across six risk categories: liquidity changes, credit risk changes, interest rate and exchange rate movements, redemption levels, spreads among indexes, and macro-systemic shocks. MMF managers must include stress test results in quarterly reporting to the CSSF using the template specified in Commission Implementing Regulation (EU) 2018/708. Circular CSSF 26/911 enters into force on May 26, 2026, replacing Circular CSSF 25/877. The CSSF expects all entities to apply the 2025 Guidelines for MMF reporting from the reporting date of June 30, 2026 onwards.
