TITLE: Ukraine's National Bank Approves Changes to Payment Instrument Issuance and Acquiring Regulations

On May 14, 2026, the National Bank of Ukraine (NBU) Board approved amendments to the Regulations on the Procedure for Issuance and Acquiring of Payment Instruments through Resolution No. 51.

A second round of consultation commenced on December 10, 2025, to address additional modifications to the regulations.

These changes affect financial institutions and payment service providers operating in the Ukrainian market that issue or acquire payment instruments, including credit institutions, e-money institutions, and other authorised payment service providers.
The amendments will enter into force on May 20, 2026.
