OFAC designated these individuals pursuant to Executive Order 13224, as amended, for their roles supporting Hamas or HASM terrorist activities. The designations block all U.S. property and interests held by these individuals and entities. U.S. persons are prohibited from conducting transactions involving designated persons unless authorized by OFAC license. Financial institutions risk secondary sanctions for knowingly conducting transactions on behalf of designated persons. Violations may result in civil or criminal penalties. Treasury Secretary Scott Bessent said the action demonstrates the department's commitment to severing Hamas's global financial support networks.
