TITLE: Italy's Autonomous Administration of State Monopolies Launches New Instant Lottery Game with Remote Participation

On May 7, 2026, Italy's Autonomous Administration of State Monopolies (Agenzia delle Dogane e dei Monopoli — ADM) issued a directorial determination launching a new national instant extraction lottery with remote participation called "50X NEW LIT". The determination, issued under Article 11 of Ministerial Decree 197/2025, establishes the criteria and operational modalities for the lottery's conduct.
The lottery, operated by Lotterie Nazionali S.r.l., carries a ticket price of €10.00 per play. ADM will distribute two initial batches of 10,560,000 plays each, with a combined prize pool of €80,095,000.00 per batch. Prize distribution ranges from €20 for the most common winning outcome to €2,000,000 for the highest prize tier. The lottery operates through one or more gaming interfaces managed by the concessionaire and communicated to ADM. Winnings up to €10,000 are credited directly to the player's gaming account through the remote point of sale, while winnings exceeding €10,000 require submission to Lotterie Nazionali's Prize Office in Rome or to Intesa Sanpaolo, the concessionaire's treasury bank. Players must submit claims for winnings above €10,000 within 45 days of the lottery's closure date. For winnings exceeding €500, ADM retains a 20 percent withholding tax on the amount above €500, as established under Article 1, paragraph 734 of Law 160/2019.
The determination enters into force upon publication on ADM's institutional website. The closure date and final cessation date will be established through a separate directorial determination published on www.adm.gov.it. The 45-day claims period for prizes will commence from the lottery's cessation date.
