TITLE: Finland's Financial Supervisory Authority Imposes €115,000 Penalty on Pareto Securities for Trade Reporting Failures

On May 13, 2026, the Financial Supervisory Authority (FSA) imposed a €115,000 administrative penalty on Pareto Securities Ab for significant deficiencies in its trade reporting obligations.
The FSA identified two major reporting gaps during which the firm failed to submit any trade notifications. In 2024, a reporting interruption lasted 71 days, followed by a 20-day gap in 2025. Additionally, between June 23, 2023 and May 27, 2025, Pareto Securities reported 13 transactions an exceptionally high number of times, with the majority of these transactions reported more than 300 times each.
Trade reporting requirements enable competent authorities to detect and investigate potential market abuse and monitor fair and orderly market functioning. Accurate and complete transaction data is essential for effective market surveillance. The FSA determined that the firm's failures undermined this supervisory objective.
The penalty amount reflected a comprehensive assessment considering the quality, scope, and duration of the violations. The FSA applied mitigating factors, including the firm's cooperation and acknowledgement of the breaches during the investigation.
The FSA's decision is not final. Pareto Securities Ab has the right to appeal to the Helsinki Administrative Court within 30 days of receiving notification of the decision. Information regarding the finality of the decision will be published on the FSA's website.
