TITLE: Netherlands' De Nederlandsche Bank Reiterates Deposit Reporting Obligations for Russian and Belarusian Sanctions Compliance BODY: On May 12, 2026, De Nederlandsche Bank (DNB) published guidance reiterating deposit reporting obligations for credit institutions operating in the Netherlands in compliance with European Union sanctions against Russia and Belarus. Credit institutions must report deposits exceeding €100,000 held by Russian or Belarusian nationals, natural persons residing in Russia or Belarus, or legal entities established in these countries. Additionally, institutions must report deposits held by legal entities, entities, or bodies established outside the European Union where Russian nationals or persons residing in Russia hold direct or indirect ownership rights exceeding 50 percent. The reporting requirement also extends to deposits held by Russian or Belarusian nationals who have acquired citizenship or residence rights in an EU member state through investor citizenship or investor residence schemes. DNB serves as the reporting point on behalf of the Dutch Ministry of Finance. Credit institutions must submit reporting information using standardised formats developed by the European Banking Authority (EBA) through DNB's MijnDNB portal. Where no reportable deposits exist, institutions must still complete identification metadata to confirm they have reviewed the reporting requirements. Technical queries regarding submission through MijnDNB should be directed to DNB's Electronic Communications and Technical Bureau (ECTB). Questions regarding sanctions regulations and reporting obligations should be directed to the Dutch Ministry of Finance at sancties@minfin.nl. The reporting deadline for 2026 is June 12, 2026. This represents the continuation of annual reporting cycles established under EU Regulations 833/2014 (Russia) and 765/2006 (Belarus), with initial reporting requirements dating to May 27, 2022.
