The Alert identifies red flags for financial institutions, including: shipping companies with Iranian counterparties; efforts to disguise vessel information, ownership, or oil origins; unusual use of exchange houses; unusual digital asset payments by petroleum, shipping, trading, or trust companies; and unregistered peer-to-peer exchangers and foreign-located money services businesses. Financial institutions should exercise vigilance in detecting and reporting suspicious activity related to IRGC operations. The Treasury Department emphasizes that any person or vessel facilitating illicit Iranian oil trade risks exposure to U.S. sanctions, including potential secondary sanctions on foreign financial institutions.
