TITLE: National Bank of Ukraine Imposes Enforcement Measures Against Payment Service Provider

On May 4, 2026, the National Bank of Ukraine (NBU) imposed enforcement measures against LLC "NovaPay" (registration number 38324133) for violations of Ukrainian payment services legislation and consumer protection laws.
The NBU's Inspection Department conducted a scheduled inspection of LLC "NovaPay" between September and November 2025. The inspection identified multiple breaches of payment services regulations and consumer protection requirements. The NBU imposed two separate fines totalling 7,999,059.19 Ukrainian hryvnia (UAH). The first fine of 4,882,959.19 UAH addressed violations of the Law on Payment Services, the Instruction on Cash Operations and Payment Transactions by Payment Service Providers (NBU Board Resolution 103/2018), the Instruction on Opening and Closing Accounts (NBU Board Resolution 162/2022), and Rules on Storage, Protection, Use and Disclosure of Payment Service Provider Secrets (NBU Board Resolution 147/2022). The second fine of 3,116,100.00 UAH addressed violations of the Law on Payment Services, the Law on Consumer Lending, and the Regulation on Additional Requirements for Payment Service Contracts with Consumers (NBU Board Resolution 233/2022).
LLC "NovaPay" must pay both fines within 14 calendar days of notification. Additionally, the NBU issued a written warning requiring the company to implement corrective measures to prevent future violations by June 25, 2026. These enforcement decisions were adopted by the NBU's Committee on Supervision and Regulation of Banks and Payment Infrastructure Oversight on May 4, 2026, and take effect upon notification to the institution.
