TITLE: Ohio Casino Control Commission Establishes Sports Gaming Account Requirements BODY: The Ohio Casino Control Commission (OCCC) has issued draft rule 3775-16-03, which establishes comprehensive requirements for sports gaming accounts operated by type B sports gaming proprietors in Ohio. The rule applies to all online sports pool wagers, which may only be placed through compliant sports gaming accounts. Under the rule, sports gaming proprietors must implement procedures to prevent prohibited persons—as defined under section 3775.13 of the Revised Code—from creating or maintaining accounts. Proprietors must verify patron identification through government-issued identification examination using verification software, or through multi-source authentication methods approved by the executive director. Sports gaming accounts must contain patron information including full legal name, date of birth, primary address, account number or username, identification details, verification methodology, and wagering history. For deposit-enabled accounts, proprietors must allow funding through cash deposits, vouchers, credit or debit cards, promotional credit, winnings, automated clearing house (ACH) transfers, wire transfers, and other executive director-approved methods. Deposit-enabled accounts require multi-factor authentication and must provide patrons with readily accessible methods to impose self-imposed betting limitations on deposits, wagers, and time-based parameters. Patrons must be able to withdraw account funds within five business days of request, except where proprietors reasonably suspect fraudulent conduct or legal violations. The rule requires proprietors to provide patrons with account closure options and access to one-year wagering summaries on demand, with the ability to request five-year statements. All accounts must notify patrons of available responsible gaming resources upon creation and closure. This draft rule has not yet been filed for formal adoption.
