The updated rules govern multiple game types including sealed ticket games, progressive sealed ticket games, raffles, Queen of Hearts games, and game promotions. Key provisions require eligible organizations to submit detailed internal policies, procedures, and accounting controls demonstrating segregation of incompatible functions and clear chains of command. Applications must be submitted at least 10 business days prior to operations commencing, with written approval required from local governing authorities for card games and tournament games.
The regulations establish specific operational standards: licensees must ensure responsible persons aged 18 or older exercise exclusive control of each game; conspicuously post licenses near entrances; provide players with copies of applicable statutes and rules; maintain adequate lighting; and post problem gambling information with the Maine 211 number. Advertising must comply with strict standards prohibiting obscene content, false claims, alcohol and tobacco depictions, and images of persons under 18.
For sealed ticket games, registrants must limit tickets to 12,000 per game, display unique serial numbers, and maintain records for three years.
