TITLE: Maine Gambling Control Unit Proposes Rules for Progressive Sealed Ticket Games and Partner-Assisted Beano BODY: On April 22, 2026, the Maine Department of Public Safety's Gambling Control Unit published a Notice of Agency Rulemaking Proposal to amend Chapter 32 – Rules Relating to Games of Chance under Title 17 Maine Revised Statutes (M.R.S.) Chapter 62. The proposed rule package implements statutory changes made by Legislative Document (LD) 1490 in 2025, which amended 17 M.R.S.A. Chapter 62 §1831, sub-§8-A and §329. The amendments permit nonprofit organisations to sell progressive sealed ticket games and offer partner-assisted beano. Additionally, the Gambling Control Unit has proposed clarifying language regarding the operation of queen of hearts games, as well as recordkeeping and submission requirements for licensees and registrants. The rulemaking is classified as a major substantive rule change. The Gambling Control Unit will accept written comments only, with the comment deadline to be determined.
