The Bank of Russia recommends that credit organisations, microfinance organisations, credit consumer cooperatives, and agricultural credit consumer cooperatives consider and approve applications from affected SME borrowers seeking to modify loan and credit agreement terms. Where borrowers do not qualify for preferential periods under Federal Law No. 276-FZ, lenders should consider restructuring within their own programmes on terms including suspension of obligation performance for an agreed period or on alternative conditions agreed with the borrower. The Bank of Russia also recommends that lenders refrain from charging penalties, fines, or late fees during this period. When modifying credit agreement terms, lenders must promptly provide borrowers with updated payment information in accordance with the contract terms. The Bank of Russia further recommends that credit bureaus and credit history users not treat restructuring as a negative factor when assessing borrower default probability or calculating individual credit ratings, ensuring that restructured loans do not adversely impact borrower creditworthiness assessments. These recommendations apply through 31 December 2026. The information letter will be published in the Bank of Russia Bulletin and on its official website.
