TITLE: Florida Office of Financial Regulation Orders Money Services Business License Surrender by Evita Pay, Inc. BODY: On April 28, 2026, the Florida Office of Financial Regulation (OFR) entered a Final Order concluding administrative proceedings against Evita Pay, Inc. and Iurii Gugnin, the company's president and sole owner. The order approved a Stipulation and Consent Agreement resolving violations identified during an examination of the money services business. Evita Pay, Inc. held money services business license number FT230000481 under Chapter 560, Florida Statutes. The OFR's examination (Exam No. 131142) identified that Respondents failed to maintain a corporate surety bond or collateral deposit in the required amount, in violation of Section 560.209(5), Florida Statutes. Rather than pursue further litigation, the parties agreed to resolve the matter through settlement. Under the terms of the agreement, Evita Pay, Inc. voluntarily surrendered its money services business license effective upon entry of the Final Order. All rights and privileges associated with the license terminated immediately. Additionally, Iurii Gugnin and Evita Pay, Inc. are prohibited from acting as affiliated parties of any money services business licensed or required to be licensed by the OFR, and cannot apply for any license under Chapter 560, Florida Statutes, for a period of ten years from the date of the Final Order. The respondents agreed to cease and desist from violations of Chapter 560, Florida Statutes, and comply with all provisions thereof. The agreement constitutes final agency action, and respondents waived their rights to an administrative hearing, appeal, and judicial review of the settlement terms.
