The enforcement decree will be promulgated on May 4, 2026, and take effect immediately upon publication. Concurrently, follow-up measures from the November 20, 2025 CEO meeting on enhancing payment convenience for minors will also take effect on May 4. These measures include institutionalizing family card issuance for minors through legal interpretation, increasing post-paid transit card usage limits for minors aged 12 and above from 50,000 won to 100,000 won monthly, and lowering the minimum issuance age for debit cards without post-paid transit functions from 12 to 7 years old.
