TITLE: South Korea's Financial Supervisory Services Expands Payment Processing Fee Disclosure Requirements for Electronic Finance Companies BODY: On April 28, 2026, the Financial Supervisory Services (FSS) published an update on payment processing fee disclosure practices among electronic finance companies operating in South Korea. The FSS introduced payment processing fee disclosure guidelines in March 2023 to alleviate financial burdens on small merchants and vendors. Since implementation, the FSS has published semi-annual disclosures of average payment processing fee rates from major electronic finance companies. In November 2025, the FSS expanded the disclosure framework by broadening both the number of companies subject to disclosure requirements and the range of disclosed items. Under this expansion, 18 electronic finance companies reported average payment processing fee rates for the period September 2025 to February 2026, with card payment fees averaging 1.98 percent and prepaid payment fees averaging 1.74 percent. The FSS is advancing a comprehensive initiative titled "Electronic Finance Business Payment Processing Fee Disclosure Expansion and Payment Gateway Business Regulation Strengthening Plan," announced jointly by the Financial Services Commission and FSS on October 1, 2025. This initiative includes phased expansion of companies subject to disclosure requirements. The FSS will operate industry task forces to encourage rational payment processing fee structures and enhance transparency and comparability across electronic finance companies. Individual company payment processing fee information is available through the Fintech Industry Association website and respective company websites, with planned inclusion on the FSS Financial Consumer Information Portal (FINE) at fine.fss.or.kr.
