TITLE: Bank of Russia Introduces Additional Verification for Fraud Database Exclusion Requests BODY: On April 21, 2026, the Bank of Russia announced enhancements to its process for reviewing applications to exclude information from its database of fraudulent transactions. The central bank has implemented an additional verification mechanism to improve the accuracy and timeliness of exclusion decisions. Under the new procedure, when the Bank of Russia receives an application to remove transaction data from its fraud database, it will direct queries to the relevant credit institution. The credit institution must then contact the customer (payer) who originally reported the transaction as fraudulent to confirm whether they still consider the operation fraudulent. The credit institution reports the results of this interaction back to the Bank of Russia. This mechanism enables the regulator to more efficiently account for situations where a customer initially reported an operation as fraudulent but subsequently recognised it as legitimate. The Bank of Russia has also clarified procedures for submitting exclusion applications through a representative acting under power of attorney—such applications must be submitted to the bank servicing the customer. Additionally, individuals and sole proprietors submitting applications through the Bank of Russia's website may now provide details of invalid passports, enabling the regulator to identify applicant information in the database when passport details change. The new procedures take effect on May 2, 2026. The Bank of Russia simultaneously confirmed that its provision of information for declining deposits of funds obtained through fraudulent transfers has been in effect since the beginning of 2026.
