The petition seeks to increase the prize threshold triggering the requirement for pan-tilt-zoom (PTZ) camera surveillance from $3,000 to $5,000 in house-banked card rooms.
Currently, house-banked card rooms must maintain closed-circuit television (CCTV) systems with fixed cameras over each gambling table. When prizes exceed $3,000, surveillance observers must use PTZ cameras to verify winning hands, wager amounts, payouts, and winning players. The petitioner argues that increased wagering limits—raised from $300 to $400 in 2023—have substantially increased the frequency of prize payouts exceeding $3,000. This increased frequency has required surveillance observers to dedicate disproportionate time to PTZ camera operations, reducing their capacity for broader gambling operation oversight. Additionally, the petitioner notes that retaining more PTZ surveillance footage consumes significant digital storage space on DVR systems.
The Washington State Gambling Commission staff reviewed the petition and identified no regulatory concerns with the proposed amendment. Staff analysis found no complaints in the past six years regarding large jackpots or payouts involving violations of WAC 230-15-320. Commission staff noted that technological advances since the rule's 2001 inception have improved fixed camera capabilities, with modern high-definition cameras typically capturing required information. The petitioner's proposal would maintain PTZ camera requirements as a supplementary tool alongside fixed cameras.
