TITLE: Paraguay's National Gaming Commission Awards Two Concessions for Quiniela Operations

On April 17, 2026, Paraguay's National Gaming Commission (Comisión Nacional de Juegos de Azar, CONAJZAR) awarded two concessions for the exploitation of Quiniela lottery operations across the country under Public Tender No. 01/2025. The decision was adopted through Resolution No. 47/2026 during an ordinary session attended by all commission members, including representatives from the Ministry of Interior, the Social Welfare and Assistance Directorate (DIBEN), municipalities, and provincial governments.
The two awarded concessions were granted to a consortium comprising Daruma SAM, Caproni, and Dataforge, and separately to Technologies Development of Paraguay (TDP). Both bidders met all requirements outlined in the tender specifications, demonstrating legal, technical, and financial solvency. CONAJZAR confirmed that the bidding process adhered to principles of legality, transparency, equality, and free competition. Revenue generated from gaming operations is allocated to fund public health, education, and social welfare programmes for vulnerable populations.
This adjudication marks a significant regulatory shift following the enactment of Law No. 7438 in January 2026, which eliminated the monopoly on Quiniela and sports betting operations, permitting multiple operators to hold concessions. Previously, a single operator held exclusive rights. The awarded bidders accepted the minimum canon of 19 percent on monthly gross receipts, with a guaranteed minimum of 9,500 million Paraguayan guaraníes. The Quiniela market in Paraguay generates over 120 million dollars annually. TDP, the previous concessionaire, held an expired contract prior to this new adjudication.
