TITLE: Reserve Bank of India Issues Master Direction on Currency Distribution and Exchange Scheme Incentives BODY: On April 1, 2022, the Reserve Bank of India (RBI) issued a Master Direction establishing a framework of incentives for the Currency Distribution and Exchange Scheme (CDES). The scheme encourages all bank branches, including currency chests, to provide improved customer services while supporting the RBI's Clean Note Policy objectives as part of currency management. Under the CDES, banks are eligible for financial incentives across three service categories. For opening and maintaining currency chests in centres with populations below 100,000 in underbanked states, banks receive reimbursement of 50 percent of capital expenditure, capped at ₹50 lakh per currency chest (100 percent in the North Eastern region, capped at ₹50 lakh). Revenue expenditure reimbursement of 50 percent is provided for the first three years (five years in the North Eastern region). For exchange of soiled notes and adjudication of mutilated notes over the counter, banks receive ₹2 per packet for soiled note exchanges up to ₹50 denomination and ₹2 per piece for mutilated note adjudication. For coin distribution, banks receive ₹65 per bag, with an additional ₹10 per bag for distribution in rural and semi-urban areas upon submission of a Concurrent Auditor certificate. Incentives are paid automatically based on receipt of soiled notes at RBI Issue Offices, without requiring separate claims from banks. Currency chest branches distribute incentives to linked branches and chests on a pro-rata basis. The RBI Regional Offices verify coin distribution through currency chest inspections and incognito branch visits. The Master Direction incorporates updated guidelines and circulars on the subject and will be updated as fresh instructions are issued. REFERENCE: Reserve Bank of India.
