TITLE: India's Reserve Bank Issues Master Direction on Penalties for Bank Branch Customer Service Deficiencies

On April 1, 2024, the Reserve Bank of India (RBI) issued a Master Direction establishing a scheme of penalties for bank branches and currency chests that fail to provide adequate customer service. The direction, issued under Section 45 of the Reserve Bank of India Act, 1934 and Section 35A of the Banking Regulation Act, 1949, consolidates updated guidelines on penalties for deficiencies in currency management and customer service operations.
The penalty scheme applies to all banks operating branches and currency chests in India. It establishes specific financial penalties for various irregularities, including shortages of notes and coins (₹50 per piece for notes up to ₹50 denomination, and value-equivalent penalties for higher denominations), detection of counterfeit or mutilated notes, and non-compliance with operational guidelines such as CCTV malfunctions or failure to conduct surprise verifications. Violations of service agreements—such as refusal to exchange soiled notes, denial of facilities to linked branches, or failure to replenish automated teller machines—incur penalties of ₹10,000 per instance, escalating to ₹5 lakh if more than five instances occur within consecutive inspection cycles. The RBI aims to enhance operational efficiency and ensure compliance with the Clean Note Policy through this enforcement mechanism.
The Officer-in-Charge of the Issue Department at the relevant RBI Regional Office serves as the competent authority for determining penalty assessments. Banks may appeal penalty decisions to the Regional Director or Chief General Manager within one month of the penalty debit. Penalty waiver requests must be submitted through the CyM-CC portal within prescribed timelines; appeals based on staff inexperience or lack of awareness will not be considered. Penalties are levied immediately upon detection of irregularities and placed in the public domain where applicable.
