TITLE: Reserve Bank of India Issues Master Direction on Penal Provisions for Currency Chest Reporting BODY: On April 1, 2024, the Reserve Bank of India (RBI) issued a Master Direction on Penal Provisions in reporting of transactions and balances at Currency Chests (RBI/DCM/2024-25/114). The direction applies to all banks holding Currency Chests and consolidates updated guidelines on currency chest operations and reporting requirements as part of the RBI's Clean Note Policy. The Master Direction establishes mandatory reporting procedures for currency chest transactions. Banks must report all transactions through the CyM-CC portal on the same business day by 7 pm, with a minimum deposit or withdrawal amount of ₹1,00,000 and thereafter in multiples of ₹50,000. The direction introduces a tiered penalty structure for non-compliance. Delayed or incorrect reporting attracts penal interest at 2 percent over the prevailing Bank Rate. Wrong reporting of soiled note remittances or currency chest diversions incurs a flat penalty of ₹50,000, irrespective of transaction value or duration. Delayed reporting where currency chests record net deposits also attracts a ₹50,000 flat penalty. Penal interest is also levied where ineligible amounts are included in chest balances—specifically cash not held in joint custodian custody or not freely available. The direction designates the Officer-in-Charge of the Issue Department at the relevant Regional Office as the competent authority to determine irregularities and levy penalties. Banks may submit representations for penalty waiver to the Regional Director within one month of debit, but only through the CyM-CC portal. The RBI clarifies that waivers will not be granted for clerical errors, first-time errors, or staff inexperience. The direction also requires banks to incorporate the CyM-CC portal's business continuity functionality into their operational plans to mitigate reporting delays.
