TITLE: India's Reserve Bank Issues Master Direction on Counterfeit Banknote Detection, Reporting and Monitoring BODY: On April 1, 2024, the Reserve Bank of India (RBI) issued a Master Direction on Counterfeit Notes, 2024 – Detection, Reporting and Monitoring, consolidating and updating existing guidelines on counterfeit currency handling for Indian banks. The direction was issued under Sections 35A and 56 of the Banking Regulation Act, 1949, and applies to all banks and RBI Issue Offices. The Master Direction establishes comprehensive procedures for detecting, impounding, and reporting counterfeit banknotes. Key requirements include: all banknotes of ₹100 denomination and above must be examined through machines before re-circulation; banks must not return counterfeit notes to customers or destroy them; and counterfeit notes must be stamped "COUNTERFEIT NOTE" and recorded in separate registers. Banks must issue acknowledgement receipts to customers tendering counterfeit notes using a prescribed format. For reporting to police, banks must file consolidated monthly reports for detections of up to four counterfeit notes per transaction, and immediately file First Information Reports (FIRs) for five or more pieces in a single transaction. Each bank must designate a district-wise Nodal Bank Officer to coordinate all counterfeit note detection activities and establish a Forged Note Vigilance (FNV) Cell at its head office. Banks must equip branches and currency chests with ultraviolet lamps and note sorting machines, maintain CCTV surveillance, and provide staff training on banknote security features. Banks must report counterfeit note data to RBI Issue Offices by the 7th of the following month, to the Financial Intelligence Unit-India (FIU-IND) by the 15th of the succeeding month, and to the National Crime Records Bureau (NCRB) on a monthly basis.
