TITLE: Reserve Bank of India Issues Master Direction on Relief Measures for Regional Rural Banks in Natural Calamity-Affected Areas BODY: On October 17, 2018, the Reserve Bank of India (RBI) issued a Master Direction consolidating guidelines for Regional Rural Banks (RRBs) on providing relief measures in areas affected by natural calamities. The direction requires RRBs to establish board-approved policies and procedures for handling natural calamities and grants discretionary powers to branch and regional office managers to expedite relief without seeking head office approval. It mandates State Level Bankers' Committee (SLBC) and District Consultative Committee (DCC) meetings to coordinate relief efforts. Key provisions include: restructuring short-term crop loans with moratorium periods of at least one year; extending long-term loan repayment periods up to five years depending on crop loss severity (33-50 percent loss receives up to two years; 50 percent or more receives up to five years); waiving collateral security requirements; granting consumption loans up to ₹10,000 without collateral; and providing interest subvention of 2 percent per annum for the first year on restructured crop loans. The direction also relaxes Know Your Customer (KYC) norms for displaced persons and permits temporary banking operations in affected areas.
