TITLE: Netherlands' Gambling Authority Enforces €25,000 Penalty Against LeftlanePapi for Illegal Gaming Promotion

On June 18, 2025, the Netherlands' Gambling Authority (Kansspelautoriteit) imposed a conditional penalty order on LeftlanePapi for breaching gambling regulations. The authority established that LeftlanePapi had violated the initial enforcement order, resulting in an automatic penalty of €25,000. Following non-payment of the penalty, the Kansspelautoriteit initiated collection proceedings.
LeftlanePapi operated a YouTube channel that streamed online gambling sessions from unlicensed operators and actively promoted these illegal providers to viewers, encouraging channel subscribers to participate in gambling with the unlicensed operators. The Kansspelautoriteit determined this activity constituted illegal gambling promotion under Dutch gambling law.
Following the initial enforcement action, the authority issued collection and disclosure decisions on October 6, 2025. The LeftlanePapi case proceeded through the administrative appeals process, with decisions on objections issued on March 9, 2026, regarding both the collection order and the conditional penalty. A disclosure decision on these objections was published on April 2, 2026. The authority confirmed that no objections were filed against the October 6, 2025 decisions, rendering them final. Parties may now appeal the March 9, 2026 decisions to the district court. The case demonstrates the Kansspelautoriteit's enforcement approach against content creators promoting unlicensed gambling operators through digital platforms.
