TITLE: Hungary's Central Bank Orders UniCredit Bank to Install Automated Teller Machines

Under the framework of continuous supervision exercised pursuant to Section 45(a) of the Act on the Magyar Nemzeti Bank (2013. évi CXXXIX. törvény), the MNB directed UniCredit Bank Zrt. to fulfil its obligations under MNB Regulation 19/2025 (VI. 26.) concerning the installation and operation of ATMs in settlements with populations exceeding 1,000 residents. The bank must complete these obligations by April 30, 2026, and install ATMs in the specific settlements identified in Annex 1 of the decision.
The obligation stems from the Act on Automated Banknote Dispensers (2025. évi XVIII. törvény), which establishes requirements for payment service providers regarding ATM network deployment and cost-sharing arrangements. The MNB emphasised that UniCredit Bank Zrt. must comply fully with all statutory provisions and regulatory decisions concerning ATM installation and operation going forward, and must demonstrate lawful conduct.
The MNB cautioned that failure to meet the April 30, 2026 deadline will result in further enforcement measures and administrative fines ranging from HUF 2,000,000 to HUF 200,000,000, in accordance with Section 75 of the MNB Act and Section 2(5) of the Automated Banknote Dispenser Act. No procedural costs were incurred during the proceedings.
