TITLE: Lithuania's Gambling Supervision Authority Fines Gaming Operator for Inadequate Customer Due Diligence

On April 2, 2026, the Gambling Supervision Authority (Lošimų priežiūros tarnyba, LPT) under Lithuania's Ministry of Finance imposed a fine of €468,350 on gaming operator VSGA, which operates the Casino Admiral brand, for failing to properly verify the source of customer funds.
The investigation was initiated following information that an individual had lost substantial sums across multiple gaming companies, including VSGA. The LPT's examination determined that VSGA failed to comply with statutory requirements to collect information about customers and the origin of funds intended for gambling before permitting play. The LPT found that VSGA did not adequately monitor customer behaviour or identify suspicious transactions due to insufficient information about fund sources.
The authority concluded that VSGA inadequately implemented requirements under the Money Laundering and Terrorist Financing Prevention Act, specifically regarding customer due diligence, ongoing transaction monitoring, and individual customer risk assessment. Additionally, VSGA failed to ensure that information concerning suspicious financial transactions was reported to the Financial Crime Investigation Service.
In determining the penalty, the LPT considered mitigating circumstances, including VSGA's clean compliance history, absence of prior violations related to anti-money laundering and counter-terrorism financing requirements, and its cooperation with the authority during the investigation. The LPT provides annual training to gaming and lottery operators on strengthening anti-money laundering and counter-terrorism financing measures and has issued mandatory directives aimed at preventing money laundering and terrorist financing.
The decision remains subject to judicial appeal.
