The NBU revoked licenses for non-bank financial institutions providing leasing and pawn loan services, which are credit products but lack explicit payment service designation or breach details typical of enforcement actions.
Low confidence — requires human review. Pawn loans and leasing services may tangentially relate to consumer lending, but the update focuses on license revocation rather than lending regulation.
Specialism
The NBU revoked licenses for two named non-bank financial institutions, which constitutes a formal enforcement action of permanent withdrawal of authorisation.
Low confidence — requires human review. While the institutions provided financial services (leasing and pawn loans), the update lacks explicit connection to payment services or payment-specific regulation, making secondary categorization uncertain.

TITLE: Ukraine's National Bank Revokes Licenses for Two Non-Bank Financial Institutions
BODY:
On April 2, 2026, the National Bank of Ukraine (NBU) revoked the licenses of two non-bank financial institutions based on their applications and excluded them from the State Register of Financial Institutions.
The NBU revoked licenses for TOV "Raiffeisen Leasing" (registration number 34480657), which provided financial leasing services, and PT "Lombard 'Pro100Credit' TOV Interinvest XXI Century and Company" (registration number 36251671), which provided funds and banking metals in credit form through pawn loans. The revocations were enacted in accordance with Section 826 of Chapter 76 of the Regulations on Authorization of Financial Service Providers and Conditions for Their Activities, approved by the NBU Board Resolution dated December 29, 2023, No. 199 (as amended).
The Committee on Supervision and Regulation of Non-Bank Financial Services Markets adopted these decisions on April 2, 2026. Both institutions have been removed from the State Register of Financial Institutions following the license revocations for their respective financial service activities. The removals were processed in accordance with regulatory procedures governing the authorization and deauthorization of non-bank financial service providers in Ukraine.
