On March 31, 2026, Spelinspektionen (Sweden's Gambling Authority) published guidance requiring gambling licensees to report changes in board composition, management, or ownership structure within 14 days of such changes occurring.
Licensees must notify Spelinspektionen of any changes affecting the board of directors, management, or ownership circle. If a licensee has appointed a representative, changes to that representative's role must also be reported. The requirement applies to both natural and legal persons holding gambling licences under the Gambling Act (Spellagen).
According to the legislative history of the Gambling Act, the suitability requirements for licence holders could be circumvented if individuals were replaced immediately after a licence was granted. Spelinspektionen emphasises that monitoring changes in personnel is essential to ensure compliance with the Gambling Act's suitability requirements. The authority conducts regular supervision to verify adherence to these obligations.
Licensees must submit change notifications using the designated form available on Spelinspektionen's website. Administrative fees apply to all notifications: 1,000 Swedish kronor (SEK) for changes involving natural persons and 3,000 SEK for changes involving legal persons. The 14-day reporting deadline is mandatory, and failure to comply may result in regulatory action by Spelinspektionen.
