The framework now explicitly requires foreign-based B2B providers and their local counterparts to register with the Securities and Exchange Commission (Philippines). Foreign-based Gaming Affiliates seeking to operate in the Philippines without direct PAGCOR accreditation must appoint an accredited local Gaming Affiliate as an exclusive distributor or reseller with full responsibility for products and services. The amendments introduce a maximum of five distributorships per accredited GA or Game Content Provider (GCP) for foreign-based entities of the same category.
