TITLE: Philippine Amusement and Gaming Corporation Defers Minimum Guaranteed Fee Implementation for Gaming System Administrators

On March 30, 2026, the Philippine Amusement and Gaming Corporation (PAGCOR) announced a deferment of the Minimum Guaranteed Fee (MGF) implementation for Gaming System Administrators (GSAs). The deferment was approved by PAGCOR's Board of Directors on March 26, 2026, and extends for two months until June 1, 2026, in consideration of the current economic crisis.
The amended MGF implementation schedule introduces two tranches. The first tranche runs from June 1, 2026 to December 31, 2026, with GSAs operating electronic casino games required to maintain a minimum gross gaming revenue (GGR) of PHP30,000,000 per month and pay an MGF of PHP9,000,000 monthly. GSAs without electronic casino games must maintain a minimum GGR of PHP15,000,000 per month with an MGF of PHP3,000,000 monthly. The second tranche commences January 1, 2027 onwards, with increased thresholds: GSAs with electronic casino games face a minimum GGR of PHP35,000,000 per month and MGF of PHP10,500,000 monthly, while those without electronic casino games must maintain PHP20,000,000 minimum GGR and PHP4,000,000 monthly MGF.
Prior to the expiration of the two-month deferment period, PAGCOR's Electronic Gaming Licensing Department will conduct a comprehensive evaluation of prevailing industry conditions to determine whether to proceed with, further adjust, or lift the MGF deferment. This decision will consider long-term sector sustainability objectives and addresses all extension requests received regarding MGF implementation.
