The rescission also removes associated guidance materials, including the "Recovery Planning" booklet from the Comptroller's Handbook and several prior OCC bulletins related to recovery planning standards and notices of proposed rulemaking issued between 2018 and 2025. The final rule will become effective 30 days after publication in the Federal Register. The rescission does not affect OCC-supervised banks with less than $100 billion in average total consolidated assets, meaning community banks remain unaffected by this change.
