TITLE: Norway's Financial Supervisory Authority Provides Guidance on Digital Operational Resilience Act Register of Outsourcing Arrangements Reporting BODY: On March 13, 2026, the Financial Supervisory Authority (Finanstilsynet) received submissions from undertakings subject to the Digital Operational Resilience Act (DORA) reporting their Register of Outsourcing Arrangements (RoI). The authority has forwarded these submissions to the European Banking Authority (EBA), with several submissions being rejected. Finanstilsynet has published guidance to assist undertakings in identifying and correcting submission errors. Undertakings can verify their submission status through the e-Reg production environment, where submissions are marked as either "Accepted" (displayed with a green symbol) or "Not accepted" (displayed with a red symbol). A "Not accepted" status indicates the report requires correction before resubmission. For rejected submissions, undertakings should: access error details by selecting the red symbol; navigate to the "Ticket" tab; download the file in "Original format"; review the "instance-status" file; identify the specific error message under "feedbackText, Business validation rules triggered"; correct the identified errors; and resubmit the RoI through e-Reg. Undertakings must monitor whether resubmissions are subsequently approved by the EBA. The EBA has published supplementary resources to support undertakings, including observations on common reporting issues, an overview of technical checks and validation rules applicable to RoI reporting, and the DORA RoI Data Model.
