TITLE: Kyrgyzstan's National Bank Revokes Payment System Operator Licenses

On March 30, 2026, the National Bank of the Kyrgyz Republic (NBKR) revoked two payment system operator licenses held by "Tillabay" Limited Liability Company, effective immediately from that date.
The NBKR's Supervisory Committee made this decision on March 27, 2026, citing violations of Kyrgyz Republic legislation. The revoked licenses were:
License No. 3010120615, issued on June 12, 2015, which authorised the provision of services for receiving and transferring payments and settlements for goods and services that are not the direct result of transactions, through payment systems based on information technology and electronic means, as well as payment transfer methods.
License No. 2011120615, issued on June 12, 2015, which authorised the provision of services for receiving, processing (including processing, clearing) and providing financial information relating to third-party payments and settlements to payment system participants, including processing and clearing centre participants.
The revocation reflects the NBKR's enforcement action against non-compliant payment service providers operating within Kyrgyzstan's financial system. The action demonstrates the regulator's commitment to maintaining standards among authorised payment operators and protecting the integrity of the country's payment infrastructure.
Entities previously utilising "Tillabay" Limited Liability Company's payment services should seek alternative authorised payment providers to ensure continued compliance with NBKR requirements.
