Today, the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) issued an Advisory urging financial institutions to be vigilant about health care fraud schemes targeting government health care benefit programs such as Medicare and Medicaid. TITLE: United States Financial Crimes Enforcement Network Issues Advisory on Health Care Fraud Schemes Targeting Medicare and Medicaid BODY: On March 30, 2026, the U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) issued an Advisory urging financial institutions to strengthen vigilance against health care fraud schemes targeting government health care benefit programs, including Medicare, Medicaid, and other federal and state health care benefit programs. The Advisory addresses how fraudsters, organized crime groups, and transnational criminal organizations are increasingly targeting government health care benefit programs. FinCEN identifies money laundering typologies and red flag indicators to assist financial institutions in identifying and reporting suspicious activity related to health care fraud. The advisory is intended to help financial institutions recognise patterns and characteristics of fraudulent schemes that exploit government health care systems, enabling them to take appropriate preventative and reporting measures. The Advisory applies to all financial institutions subject to FinCEN's reporting requirements, including depository institutions, money services businesses, securities and futures firms, insurance companies, mortgage companies and brokers, precious metals and jewelry dealers, and casino operators. FinCEN strongly encourages financial institutions to voluntarily report suspicious activity through the Suspicious Activity Report (SAR) system and to immediately notify law enforcement of identified health care fraud schemes. Financial institutions should review their anti-money laundering and counter-terrorism financing (AML/CTF) compliance programmes to ensure they adequately address health care fraud typologies and implement appropriate monitoring controls.
