TITLE: Brazil's National Monetary Council Strengthens Eco Invest Brasil Line Rules for Sustainable Project Portfolio Development BODY: On March 26, 2026, Brazil's National Monetary Council (Conselho Monetário Nacional – CMN) amended Resolution No. 5,130/2024, which regulates the Eco Invest Brasil Line. The amendment enables Brazil's Ministry of Finance to require accredited financial institutions participating in the programme to implement counterparts as a condition for accessing line resources. The counterparts require financial institutions to invest their own resources in support, training, and structuring of sustainable projects. These initiatives do not represent financial charges to operations or involve the use of public resources, being funded exclusively by accredited banks without generating additional costs to the National Treasury. The amendment aims to strengthen the sustainable project portfolio by addressing a primary challenge to expanding green investments in Brazil: the low technical and financial maturity of eligible projects. The measure seeks to support project structuring and develop innovative solutions for strategic sectors, particularly bioeconomy—the focus of the fourth Eco Invest Brasil auction currently underway. Bioeconomy projects frequently require greater support during the structuring phase due to challenges related to economic-financial modelling and organisation of productive arrangements. The Eco Invest Brasil programme, coordinated by the Ministry of Finance in partnership with the Ministry of Environment and Climate Change, is a key Federal Government initiative to enable ecological transition and mobilise sustainable investments focused on emissions mitigation and climate change adaptation. The CMN is a collegiate body presided over by Finance Minister Dario Durigan and comprises Central Bank of Brazil President Gabriel Galípolo and Planning and Budget Minister Simone Tebet. The amendment is effective immediately and applies to all financial institutions accredited to the Eco Invest Brasil programme.
