TITLE: Minas Gerais State Lottery Holds Public Consultation for New Lottery Bidding Process

On March 31, 2026, the Minas Gerais State Lottery (LEMG) will hold a public consultation at its headquarters in Belo Horizonte to gather contributions and suggestions for the preparation of technical and legal documents necessary for a future bidding process to operate lottery games. Registration for interested parties closes on March 30, 2026, at 11:59 PM. The consultation notice, identified as LEMG 001/2026, was published in the State Official Gazette on March 19, 2026.
This public consultation follows the cancellation of International Public Tender LEMG No. 002/2023, which was terminated on January 30, 2026, by LEMG Director-General Onésimo Diniz Moreira. The previous bidding process was cancelled to align with Federal Law No. 14.133/2021, which establishes new rules for bidding and administrative contracts. A legal assessment concluded that proceeding under the original framework was not feasible, particularly due to substantial changes proposed by the technical area, including a shift in judging criteria to "technique and price". The State Attorney General's Office recommended formal publication of the termination to ensure transparency and legal certainty.
The new bidding process will follow the International Public Tender modality, type Technical and Price, to select a company for operational activities related to lottery game exploration and operation. The concession will cover online and land-based lottery games, including games of prediction as stipulated in federal and state legislation. The selected company will be responsible for implementing and operating lottery products, developing marketing strategies, creating and operating a network of points of sale, developing virtual gaming platforms, conducting raffles, and paying prizes to winners. The contract will be governed by Federal Law No. 14.133/2021 and Federal Law No. 8.987/1995.
