TITLE: Missouri Gaming Commission Issues Disciplinary Action Against St. Jo Frontier Casino for Underage Advertising Violation BODY: On January 29, 2026, the Missouri Gaming Commission (MGC) issued a Preliminary Order for Disciplinary Action against HGI-St. Jo, LLC, operating as St. Jo Frontier Casino, for violations of state gaming regulations. The MGC proposed a fine of $10,000 against the Class B riverboat gaming licensee. The violations stem from a sponsorship agreement between St. Jo Frontier Casino and Missouri Western State University (MWSU) entered into in October 2024. Casino Director of Marketing Stefane Nichols sent two television advertisements to MWSU for broadcast during the university's November 2024 Homecoming football game. At the time, 47 percent of MWSU's student population was under 21 years old. When the casino's outside gaming counsel sought guidance from MGC General Counsel Nikki Evans on February 17, 2025, the MGC identified the sponsorship as a violation of 11 CSR 45-5.053(3)(C), which prohibits advertising that fails to conduct public relations activities in accordance with decency, dignity, good taste, and honest and fair representation. Despite receiving this guidance in March 2025, the casino failed to promptly report the violation to the MGC as required under 11 CSR 45-10.030(1). General Manager Donald Wren did not disclose the prior advertising to the MGC until May 2025, when he contacted the MGC Licensing and Discipline Manager. The MGC determined the casino violated both the advertising standards regulation and the mandatory reporting requirement. The casino has 30 days from the Order date to request a hearing before the MGC. If no hearing is requested, the disciplinary action becomes final and the $10,000 fine must be paid to the Buchanan County Treasurer as administrator of the Buchanan County School Fund.
