TITLE: Central Bank of Sri Lanka Issues Updated LANKAQR QR Code Specification Version 1.3 BODY: In January 2026, the Central Bank of Sri Lanka (CBSL) Payments and Settlements Department issued LANKAQR Specification Version 1.3, an updated standardised QR code specification for payment systems in Sri Lanka. The specification is based on the EMV® QR Code Specification for Payment Systems (EMV QRCPS) Merchant-Presented Mode Version 1.1 (November 2020) and supports both merchant-presented mode and peer-to-peer fund transfers mode. LANKAQR enables two distinct transaction types: payments between customers and merchants, and fund transfers between users. The specification allows financial institutions and mobile phone-based e-money system operators to issue QR codes facilitating secure, efficient and cost-effective transactions without requiring customers to carry cash or payment cards, or merchants to invest in expensive Point-of-Sale (POS) devices. Version 1.3 updates include amendments to merchant account information root allocations and merchant category code classifications. The specification establishes specific merchant category codes for fuel stations (5542 – Automated fuel dispensers), government entities (9399 – Government services), religious establishments (8661 – Religious organisations), and person-to-person fund transfers (4829 – Money Orders & Wire Transfers). Transaction currency is standardised to ISO 4217 with value "144" for Sri Lankan Rupees (LKR). The specification also defines tip or convenience indicator protocols, fixed convenience fee structures, and percentage-based convenience fee data objects. Reserved allocations for LankaPay appear across merchant account information templates, additional data field templates, and unreserved templates.
