TITLE: Brazil's Ministry of Finance Makes Available Adhesion Agreement for Sinapo Forum Participation

On March 18, 2026, Brazil's Secretariat of Prizes and Bets (SPA/MF) within the Ministry of Finance made available an adhesion agreement enabling states and the Federal District to formalize their participation in the Forum for the National Systematization of Betting (Sinapo).
Sinapo was established by SPA/MF Ordinance No. 227 under Law No. 11,712 of January 28, 2026. It creates a permanent institutional coordination space for dialogue between federative entities on the development and improvement of lottery regulation in Brazil. The Secretariat of Prizes and Betting was required to provide the adhesion agreement within 45 days of the ordinance's publication.
States and the Federal District can now formalize their participation by signing the Membership Agreement and submitting a Representative Nomination Form, in which each federative entity designates a primary representative and an alternate representative. Institutional contact information must also be provided for communication with the secretariat. Sinapo aims to strengthen technical cooperation between the Union, states, and the Federal District through exchanging experiences and regulatory best practices, integrating strategic data, and developing joint strategies related to public betting policies. The forum's objectives include improving sector regulation, strengthening legal certainty and transparency, and promoting integrity in lottery operations, with emphasis on bettor protection and the popular economy.
Forum meetings will be technical in nature and ordinarily occur four times annually, conducted in person, remotely, or in hybrid format. The meeting schedule will be released by the Secretariat of Prizes and Betting following the consolidation of memberships and representative appointments by participating federative entities.
