On March 17, 2026, the Brazilian Securities Commission (Comissão de Valores Mobiliários – CVM) signed technical cooperation agreements with B3 S.A. – BRASIL, BOLSA, BALCÃO and BEE4 S.A. BALCÃO ORGANIZADO DE EMPRESAS EMERGENTES (BEE4). The agreements were approved during an extraordinary meeting of the CVM's board on March 12, 2026, and align with the implementation of CVM Resolution 232, which establishes the Regime of Facilitation of Access to Capital and Incentives for Listing (Regime FÁCIL – FÁCIL).
The technical cooperation agreements operationalise the FÁCIL regime by establishing duties and procedures for B3 and BEE4 to follow when listing, offering, and supervising Small-Sized Companies (Companhias de Menor Porte – CMP). The agreements specifically address monitoring routines for periodic and occasional information submissions from CMP issuers. Additionally, the agreements establish provisions for information exchange between institutions, joint inspections where necessary, and analysis and monitoring of results.
The two technical cooperation agreements remain in effect for five years from their publication in the Federal Official Gazette (Diário Oficial da União) and may be extended through an addendum. CVM Resolution 232 entered into force on March 16, 2026.
