TITLE: Isle of Man Gambling Supervision Commission Publishes Draft Fitness and Propriety Guidance BODY: On March 16, 2026, the Isle of Man Gambling Supervision Commission (GSC) published draft Fitness and Propriety guidance for stakeholder engagement. The guidance will underpin new suitability requirements for operators licensed under the Online Gambling Regulation Act 2001 and the Casino Act 1986, as well as key individuals including controllers, directors and senior managers. These requirements are being introduced by the Gambling Legislation (Amendment) Bill 2025 and are expected to come into force in summer 2026. The new guidance explains how the GSC assesses whether individuals and entities meet required standards of integrity, competency and financial standing. It is intended to promote transparency and help stakeholders understand GSC expectations at licensing stage and throughout the ongoing supervisory relationship. The current integrity guidance focuses solely on character-based assessments; the new regime retains this element but adds competency and financial standing as additional assessment categories. The guidance also clarifies how the GSC may consider the integrity of an applicant's associates, reflecting changes introduced by the Bill. Once commenced, the new guidance will replace the GSC's existing Integrity Guidance and the current differing suitability requirements across both Acts. The consultation period runs for ten weeks, from March 16, 2026 to May 25, 2026. Stakeholders can respond by downloading the PDF version of the draft guidance and submitting comments via the online form, or by emailing Consultations.GSC@gov.im. The GSC will host an online question and answer session to support stakeholder understanding, with full details to be published in due course. Following the consultation, the GSC will publish a summary document outlining responses received and any changes made to the guidance.
