TITLE: United States Treasury Designates Four Sham Charities Funding Hamas Military Operations BODY: On March 12, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated four nonprofit organizations as blocked entities for materially supporting Hamas and its military wing, the Izz al-Din al-Qassam Brigades. The designated entities are Ghazi Destek Dernegi (GDD) and Hayat Yolu, both based in Türkiye; the Palestinian White Hands Assistance and Solidarity Association, also Türkiye-based; and Komite Nasional Untuk Rakyat Palestina (KNRP), based in Indonesia. According to OFAC, these organisations operate as part of Hamas's covert global funding network, channelling assets through nonprofit organisations to local charities in Gaza controlled by Hamas. Internal Hamas documents obtained by the U.S. government reveal that GDD and Hayat Yolu have provided material support to individual Hamas members and funded construction projects directly benefiting the organisation. Palestinian White Hands is integrated within Hamas's military wing security apparatus, while KNRP has coordinated with Hamas to fund and distribute material exclusively for Hamas fighters. Hayat Yolu has also been identified as an operational headquarters and financial hub for the Muslim Brotherhood. The designations are issued pursuant to Executive Order 13224, as amended, the counterterrorism sanctions authority under which Hamas was designated as a Foreign Terrorist Organization on October 31, 2001. As a result of today's action, all property and interests in property of the designated entities within the United States or in the possession or control of U.S. persons are blocked. U.S. persons and entities are prohibited from engaging in transactions involving the designated organisations unless authorised by OFAC or exempt. Violations may result in civil or criminal penalties. This action builds on previous OFAC designations against Hamas's charity network issued on January 21, 2026 and June 10, 2025.
